Over the past few decades, fundamental changes in our economy have left millions of working families hanging on by their fingernails.

Wages have largely stagnated even as corporate profits have soared.

It’s driven by an underlying problem: American workers don’t have enough power. Thanks to systematic attacks on unions by giant corporations and their allies in Washington and in state governments, the percentage of unionized workers has plummeted.

We’ve got to fight back, so I’ve got a plan to return power to working people through the most progressive and comprehensive agenda for workers since the New Deal. It’s got five broad goals:

  1. Extend labor rights to all workers
  2. Strengthen organizing, collective bargaining, and the right to strike
  3. Raise wages and protect pensions
  4. Increase worker choice and control
  5. Expand worker protections, combat discrimination, and improve enforcement

Here’s how it works.

First, we extend labor rights to all workers. Outdated exceptions (some originally motivated by outright racism or sexism) and changes in modern working arrangements have denied millions of workers basic protections.

We’ll extend those protections to farm workers and domestic workers, stop misclassifying workers as “independent contractors,” adopt a broad standard so that big companies like McDonald’s are accountable to the people who work at their franchises, and more.

Our plan will also raise the federal minimum wage to $15 for all workers (including tipped workers and workers with disabilities) and defend the hard-earned pensions and other retirement savings of working people.

Next, we’ll strengthen organizing, collective bargaining, and the right to strike. One of the primary goals of my administration will be reversing the steady decline in union membership and putting workers at the center of our economy. Unions built America’s middle class, and they will rebuild America’s middle class.

We need to make sure that working people have a seat at the table. That’s why we’re going to increase worker choice and control, including requiring large companies to let workers elect board members — and banning non-compete clauses and “no-poach” agreements” that limit workers’ opportunities to get better-paying jobs.

Finally, our plan makes it clear that every worker should be treated with dignity and respect, and be safe in their place of employment. Any employer that fails to do so should be held accountable. My administration will expand worker protections, combat discrimination, and improve enforcement against violations.

It comes down to this: We need big, structural change to make our economy work for working people, not just the wealthy and well-connected.
